PetscSafePointerPlusOffset

Checks that a pointer is not NULL before applying an offset

Note

This is needed to avoid errors with undefined-behavior sanitizers such as UBSan, assuming PETSc has been configured with -fsanitize=undefined as part of the compiler flags
