Function provided to MatMFFDSetCheckh() that checks and possibly adjusts the value of h to ensure some property. that will be used for differencing

Calling Sequence#
ctx - [optional] user-defined function context provided with
MatMFFDSetCheckh()x - input base vector
y - input step vector that the product is computed with
h - input tentative step, output possibly adjusted step
