Default code to give access to the current approximate solution for some of the flexible Krylov methods

Input Parameters#
ksp - iterative context
v - pointer to a vector in which to place the approximate solution, or
NULL
Output Parameter#
V - pointer to a vector containing the solution
Note#
This routine is not usually called directly; it is supplied to the KSP object when its KSPType is set; for example, inside KSPCreate_FBCGS().
Developer Note#
This is PETSC_EXTERN because it may be used by user provided plugin KSPType implementations.
