Sets whether PCAIR applies polynomial smoothers matrix-free where possible

Options Database Key#
-pc_air_matrix_free_polys (true|false) - apply polynomial smoothers matrix-free where possible; defaults to false
Note#
When enabled, polynomial F/C-point smooths are applied as a sequence of matrix-vector products rather than by
assembling the approximate inverse, saving memory but making each smooth more expensive. This only has an effect
for the polynomial inverse types (see PCAIRSetInverseType()).
